1. Defeat Kuro
Kuro is not one of Luffy’s most formidable opponents in One Piece. In terms of strength, he is no match for future characters.
And when talking about the value of Luffy’s first bounty, to be exact, in One Piece manga chapter 96, there are three pirate captains who are said to have been defeated by Luffy to consider the value of Luffy’s head.
